If you consider the water droplets as individual particles and not the water moleculs, then yes it works
But that refers to the number of particles neglecting size distributions etc
So I can see how they arrive there

But the water drobleds have way higher density that the air around, i dont think this is a good comparison
As co2 we look at the concentration mol/m^3 and not the volume
