Affinity just went completely free (My understanding is, you only need a canvas free account, but after login you can use the program completely offline), it has tools for publishing.

The original maps vs my versions. I made a few additional changes between the Unofficial Patch version and the one that appears in my X20 Mod but you get the idea.
