I've asked around before but does anyone recognize this sort of clamp for a monitor arm base?

I'm 99% sure there is some kind of office furniture standard base plate / rail this is supposed to mesh with but I haven't been able to find any examples online.

Took me two months to get around to it but the new car has been blessed now
