which shouldn't make a difference, but it can sometimes help. Bottom line, it's seldom black and white...they're are a lot of gray areas that go into making a decision, and that's why either a college or high school counselor can help. If only public systems would put more emphasis on that.

What was our history with that college? Sometimes they scored high enough in one category that it was worth it to submit scores; sometimes not. I had over 25 years of experience, so I also had the advantage of knowing quite a few admissions people personally,

It's complicated. Obviously it depended on what schools they were applying to, but we looked at the entire application. What other strengths did they have in both academics and activities? What did their teacher recommendations say? What attributes could I focus on in my recommendation?

It is also a good argument for why every high school should have at least one knowledgeable and well-trained college counselor to advise students. (Public schools need more than one!) As a former counselor, I walked students through the pros and cons of submitting test scores.
