WTH? Point 17 calls for 𝐒𝐓𝐀𝐑𝐓 𝐈 (entered force Dec 5, 1994; expired Dec 5, 2009) to be extended. 𝐏𝐫𝐞𝐬𝐮𝐦𝐚𝐛𝐥𝐲 𝐭𝐡𝐞𝐲 𝐦𝐞𝐚𝐧 𝐭𝐨 𝐫𝐞𝐟𝐞𝐫𝐞𝐧𝐜𝐞 𝐭𝐡𝐞 𝐍𝐄𝐖 𝐒𝐓𝐀𝐑𝐓 𝐚𝐠𝐫𝐞𝐞𝐦𝐞𝐧𝐭 (expiring Feb 5, 2026)

In fact at 600,000 would be per capita much higher than Russia and the U.S.

Seems extremely high, would still be by far the largest in Europe in both absolute and per capita numbers. And not very sustainable, financially or otherwise.
