People assume government can be made to function at 100% efficiency - no waste. That's false.
If you spend $50m to root out $10m in waste. Have you saved anything? No. In that case the $10m waste is actually the optimal operation.
And that's essentially where things land - you can't fix that.

As others have noted: this usually takes time (ie. weeks.) Keep them separated for a while.
Expect a lot of hissing and some brief slap fights and howls.
Eventually they'll settle into some peaceful coexistence (possibly even bonding.) Listen to other experienced people on this.

For clarity: this man lived in a $2m apartment on one of the fanciest corners in the city, garaged a car nearby ($$$), and claims he used that car to drive visit his children that lived about 1 mile, a 15-minute & $2.90 straight-shot bus ride, away.
