Canada is already there in terms of attitudes, so much talk of becoming more sovereign, less reliant on the US, and it is impossible to reduce it that much.

The opposite of partnership grants. And unless SSHRC changes how the reviewers comment on PGs requiring them to elaborate EDI strategies, most PGs will lose American partners.

And that's ok--I'd rather emphasize how we build diverse, inclusive networks and lose a few American partners.
