The most the patch has been behind the new season was about 12 days, I think it was patch 9.3. Before then, the patch was released a few days before or at most several days after the new season. It's been more than a month since the new season and no patch yet.

This is why someone suggested to me EndeavourOS over Fedora. Even though the former distro is based on Arch, things are less likely to break after updates compared to Fedora.

...older capture card that isn't supported natively (Elgato HD60S). I need a newer capture card that has a UVC driver (e.g. HD60S+). There is technically a community package that might supporty capture card, but its a pain to setup and it's been abandoned, so idk if current OBS will support it.

Custom docks that are present in Windows OBS by default (twitch chat, setting twitch category) are not present in the newer Wayland desktop session. You have to change an environmental variable to render OBS in the older x11 session. Another issue more specific to me is that I have an... (cont)

If OBS on Linux wasn't behind the Windows version and there wasn't issues with fan control software, I would've left Windows and gone exclusively Linux long ago

Touchpad drivers are a PITA, I get it. But as for secure boot, couldn't you turn it off and install the distro? If you truly value secure boot, there are ways to "sign" the image so it's trusted by secure boot.

I've read this issue/drama on a couple of reddit threads, and comments blame the fact that the dev relicensed, but didn't do it correctly, causing the maintainers to use an old version that obviously has bugs. Just extra context, no idea if it's true since idk anything about licenses.
