Push up, down, down, down, up on the title screen of Genesis/Mega Drive Sonic 2 to switch regions between International and Japanese. All it does is change Tails to Miles and remove the trademark symbols. I actually found this code myself as a kid.

It's Hydro City because all the other zones have two word names. Wouldn't fit the pattern otherwise.
Of course now you can fight over Sandopolis as well.
