True, they would have to identify any potentially responsive documents, but there is a difference between having to say “we have a document containing deliberations on the charges to be brought” and “we have a document saying he should not be charged.”

No word on whether he still would've been arrested if he'd been on duty. We can only hope so.

The Justice Department will react to any direction from Congress to release the files by referring to the investigation of Democrats Trump has urged and Trump’s going to shrug and say “what can you do?”
