That is certainly one of the reasons. Another reason is he just wants to collect money to offset the tax breaks for those poor struggling rich folks. The tariffs are just a tax. A corporate tax if the companies eat it and a sales tax if it is passed on to the consumers.

Logically speaking how is cutting Medicaid going to do anything about fraud and waste. If they "know" there is fraud why don't they deal with the perpetrators, it must be against the law. One would think cutting funding would only make it easier to get away with fraud.
