I used to have a simple rule: it’s a tool or it’s a toy. If you’re using said item as a tool, no problem; toys go in your backpack. Headband, chapstick, troll-haired pencil… tool or toy? I think the same would work for phones IF teachers were supported in enforcing classroom rules.

You did lose rights as well though, even if in a more progressive state. You can no longer travel freely outside your state, confident you’ll be able to receive appropriate care in a medical emergency.
