Deflection has failed in Multnomah County. Successful deflection isn’t about referrals, it’s about how many people actually complete treatment and are supported in recovery. Shockingly, Multco admits it doesn’t even track that data. This story is devastating.

This is heartbreaking. And, tragically, it's typical of Multnomah County’s approach: Wait until people are harmed before taking action. The excuses are unconscionable and the results are inhumane. The choice to open shelters is the county chair’s alone. She needs to expand weather thresholds now!
