Most rules leave plenty of wiggle room for interpretation; I don't consider ref decisions in those situations to be overriding the rules. I also don't think it's controversial to say most people do not want refs to have TOO much discretion.

Anyway, I'm not really interested in this off topic debate

You don't want the refs to habitually use their discretion to overrule technical rules, for obvious reasons... but *this* would've been one of those moments to do so

Semenyo and Guehi are good players, but indicate City hasn't faced up to its horrible recruitment mistakes of the last few years that will require giving up the win-now mode for a couple years to focus on rebuild.

Don't think the club or fans have fully reckoned with the years of disastrous recruitment in CM: Phillips, Nunes, Kovacic, Gundo II, Reijnders. Gonzalez is the only semi-success.

Stones in the middle would definitely help City scrap for second balls, which has become crucial with Donnarumma in goal. Kovacic is terrible in that regard, especially if he's paired with Berbardi

Pep's post-match comments make clear that this wasn't the original plan. Player fatigue + assertive Arsenal build up forced City to abandon the press and retreat. But given the improvements in almost all PL teams I think it's safe to say we'll see this "involuntary" version of City more often.
