As a HGV driver and cyclist; it makes sense to put the slow and heavy vehicles together, it does't make sense to then mix them with the most vulnerable road users. Horrible idea. HGVs in bus lanes should be limited to places without cyclists, such as the silvertown tunnel, where the idea works well.
