Double-rings in the eye, so it's still the Shapeshifter, just pretending to be Wendy possessed by Bill.
As many people have noted, the Shapeshifter wouldn't know the fate of the books.
More importantly is the cipher on the door, that many people missed.
It reads "Not Me."

Mabel, on the left, and Dipper, on the right, from Gravity Falls. Depiction of a scene from the episode "Sock Opera." Behind them are three windows. There are a pair of small arched windows, with one on the left and one on right edge of the drawing; they are symmetrical, so that both are in the same place compared to the other side of the drawing. In the middle, right behind Dipper and Mabel, is a large, thin arched window. Near the top of this window, below the arch, is a large black triangle. The triangle has one eye, resembling Bill Cipher. On the floor beneath this window, a shooting star symbol and a pine tree symbol project on the ground from the window. The star is near Mabel, and the tree is near Dipper. This drawing contains Persona 5 spoilers. Mention of blood. Goro Akechi, from a side view, sits in his Black Mask Metaverse outfit. He is in a large bubble against what looks like space. His helmet is on, but the mask section of it is missing, revealing his face. He appears to be upset. There is blood trailing down the front of his face, from his forehead. His left arm is extended, and a yellow butterfly sits on his hand. Akechi has his right hand planted on the "ground," though it is missing the claw like gloves from his outfit. A human version of Fluttershy from My Little Pony stands next to a small horse and Marianne von Edmund, from Fire Emblem Three Houses. Both wear the Garreg Mach uniform, which is mainly black with a lighter colored section on the chest. Fluttershy pets the horse on the snout, while looking and smiling at Marianne. Marianne pets the horse's mane. She is also smiling, but she holds a clasped fist to her chest. The small horse in between the two is brown. A sparkling purple top hat is drawn in the middle of a grey canvas. It is tipped back enough to see the underside of the rim and the inside of the hat. Several red arrows point to the hat. Large text to the left of the hat says "Magic Hat" in all capitals. Below that, in smaller caps, are the words "Peggle Reference." This is a power up from the game Peggle.
