When council refer to homeless as the "rough sleepers", it kind of reminds me of the people who say "un-alive" instead of killed. Just because the word sounds heavy, doesn't mean it needs a replacement. Why do you think it sounds heavy? Because it IS heavy and that needs to be conveyed
