I took my 25% from the inverse of the gov.uk text saying almost three quarters would be unaffected. I have read elsewhere that it's actually an estimated 28% but stupidly didn't save the reference.

25% of all farms each year where the owner has passed away. The maths is very different with that very salient detail added in.

It's 500 farms *per year*. Looks to be an estimate of the number that would qualify based on the average number of annual Farm IHT cases.
That bit isn't being explained clearly.
I certainly assumed it meant 500 out of all the existing farms.
That changes the picture significantly, I think.
