Right now the NG is stacked on top each other without fuel, food, water and a place to sleep.
They are sending in a battalion of Marines to the to relieve the NG sent with nothing. Also the Marines or NG cannot act with civilians unless the Insurrection Act is invoked.

Trump was responsible for a real insurrection on our Capitol January 6th and watched from his TV refusing to call in the National Guard to help Capitol Police!

Trump in 2020: We have to go by the laws. We can't move in the National Guard. I can call insurrection but there's no reason to ever do that, even in a Portland case.
