Don't start at the top. Start at the bottom. All providers would abandon insurance in a heartbeat. Get them and build a system around them. Do this bottoms up. Often the best providers refuse insurance.

There is likely power in making the effort national but enabling local impact. Otherwise there is just too much.

Someone could set up a go fund me like project where you can donate to the families of immigrants impacted by these actions, whether to survive or to provide legal assistance. I think communities would really rally behind something like this.
