TBF, I think a lot of this is unravelling now coz the protections around McSkimming have been lifted and the information released....
Not sure even the Klown ministers had any inkling it was as bad as this...

Aussie Army was very set in its ways until Iraq exploded.
Then they were terrified and desperate to adapt.
Actually did a lot of groundbreaking work on organisational adaptation.
But you need the pain to drive the initial desire for change....

I spent a lot time working in and developing lessons learned systems.
One of the fundamental truisms of lessons learned is that nothing changes without a good punch in the nose.
Ie, the pain of change has to be less than the pain of the stays quo...
