Solved it! Seems like decals do something weird with UVs when they are expanded.
Not exactly sure why it was different, but I used the object position instead of the tangent position and then matched my texture sampler's tiling to the tiling of the decal.

I can't get this decal to look like it is staying still! I have been tweaking values and scales in my shader for hours now and it still "drifts" with its global position.

If anyone is into this shader stuff and wants to help a poor dev out... I would really like a friend
