Good in principle but what SMART really accomplishes is to allow leaders to cower behind the acronym instead of learning about a new thing and taking a risk. It's useful if your intent is to maintain the current state of an organization or process and want any excuse to kill change.

I'm confused by this position. School funding should scale with the number of students attending, yes? If so, shouldn't that mean the funding follows the student, where they are taught? If it's a qualified accredited institution and separating funds from religious activities, what's the problem?

Why shouldn't the tax dollars associated to that student follow that student?
