OK, 150 CE seems like an arbitrary cut off to me, but at least it's explained.

"The geographical limits of the data collection are broadly defined by the extent of the Roman Empire during the Antonine dynasty, ca. 150 CE...Further regions to the east (Armenia, Mesopotamia) are not included as they were annexed by the Romans only for a short time in the early 2nd c. CE."

Provincia Mesopotamia is poorly represented too. I've driven on highways that follow the old Roman routes to Nisibis/Nusaybin and Amida/Diyarbakır. It seems a strange omission.
