The core problem is supply and demand. There aren't enough examiners. The resellers are a symptom rather than a cause of the problem.

They need to employ more examiners, and to do that they need a better pay deal.

It's not an earner for 99% of instructors. Quite the opposite. They spend unpaid hours every week trying to get people tests by swapping appointments among themselves.
