Funds for federal expenditures comes from taxes - 51% from payroll and individual income taxes. So taxpayer dollars is not a misnomer. There's also corporate tax and other various taxes. The government has other forms of revenue (ie leases) but the vast majority of Federal funds are from taxes. ...
