Well, one analogie that might concern south koreans would be that north korean infantry gets to test battle tactics in real life scenarios without hurting their force capabilities. Like the German Luftwaffe was able to test its warfare tactics in Spain before ww2

Agree, the 2% target has its flaws. Anyway, its simplicity allows policy makers, media and public to engage in discussions on national security commitments more easily and keeps the issue in the spotlight.

To provide security guarantees to Ukraine at a level comparable to NATO's current presence in the Baltics would require a permanent force employment of at least 30,000 troops. Given current military capabilities, it's a huge challenge for any European country to contribute meaningfully.
