Not to negate @anandmenon.bsky.social's point that EU MS often can't see the wood for the trees, but UK has more than enough experience to know when promissory texts like Cmn Understanding are being vague for a reason

Wrote about this last year: still holds true that arrangements have worked very well, that modelling was broadly correct and that no one seems to think it's been unfair (to the extent of complaining)
