alright, well, if anyone else has this issue, 1) wait a million years for the rate limit to end, and 2) do it in an incognito window. idk if that second one actually is necessary but i read it and it worked, so

i did have a phone number on it before but i removed it for stupid reasons, and now i'm trying to add the same one back, so maybe it thinks it's still in use for some reason? surely they'd give an error message if that was the case though
