This is Brilliance, a RainNightWing hybrid from the Wings of Fire universe. He or she. Sadly there isn't much pre-existing artwork showing off the ability to almost-freely change color (unable to get rid of the silver scales no matter what) - deliberately, in tune with emotions, or as camouflage.
