Because not as many people read the comics. The characters are slowly appearing in more media but it's just a fact that more people are gonna know Tails than Whisper. Iizuka and SEGA have shown interest in bringing the IDW cast into the games. It's just choosing how to do it.

Ian doesn't have any ownership of the characters. The GUN Commander keeping his ARCHIE name was a very cool thing to happen but its not gonna happen very commonly if at all.
