That doesn't seem particularly unreasonable to me. Millions of people live in the central valley and it makes sense they'd want access to this public service. The way it's been talked about in the thread makes it sound like that's needless obstructionism (not trying to put words in your mouth).

Can you give me a source for that? I've been googling and can't find anything corroborating that Republicans got the route changed.

I did find this reddit post with a bunch of users arguing there were practical reasons for changing the route. I'm not well informed here; idk if they're right.
