oh wow. theres a fun game named Hanabi (Japanese for fireworks or more literally "fire flower") which has cards that definitely draw inspiration from this. It's a fun game about putting on a fireworks display.

They needed Joe Lieberman's vote to clear the 60 vote threshold in the Senate to pass the ACA and he didn't want to vote for the public option.
