If a 5'2" king decreed no one is legitimately taller than 5'6" and anyone found engaging in 5'7" or taller behavior was an adherent of a dangerous ideology and an enemy of the state it would not change the nature of what he was about to do to tall people simply because he phrased it in a clever way.
