In terms of whether or not they're safe, they could have had lead shot in them if the hunters were after Murres (sea bird). Other than that, just regular dangers of plastic waste. So not great if wildlife eat it, but most probably wouldn't.

These are spent shotgun shells. Find them all over the woods and beaches in NL. Good hunters pick up their casings after firing, but easy to lose track here and there. Multiply that by hundreds to thousands of hunters each year for the past 100 years at least, and you'll see why these are common.
