Ranked top-two is how to fix the Upthegrove anomaly. And just as important as how, writes our Executive Director Alan Durning, is when: When is the right time to fix this problem? Ahead of a consequential 2028 Senate race, the answer is now.

With ranked top-two, Democrats wouldn’t have to worry about splitting the electorate – they could vote for their true top choice candidate. Seattle is rolling out ranked top-two for 2027 local elections, approved by voters in 2022.

A near-miss example: The 2024 race for WA Public Lands Commissioner. Last fall, Democrat Dave Upthegrove almost lost the primary (by only 49 votes). Had he fallen short, the general election would have been between two Republicans.
