EUlidstaten moeten meer doen om de slechte luchtkwaliteit in steden aan te pakken, maar worstelen daarmee. Vieze lucht in grote steden zorgt nog altijd voor gezondheidsproblemen bij burgers. Jaarlijks sterven daardoor minstens 250.000 Europeanen. Daarnaast is geluidsoverlast een onderbelicht probleem.
