inference availability/throughput has become the new stated goal of compute scaling — as opposed to what it used to be: emergent behavior from training bigger models

Feels like an implicit confession that LLM scaling (even “post training” scaling) is NOT going to lead to ASI.

No. Algorithmic progress and compute scaling are not somehow mutually exclusive.

With all due respect, HuggingFace as a commercial entity would cease to exist if there wasn't some level of that "Silicon Valley groupthink myopia".
