I have a copy of Vel's rewrite that I'd saved. The basics of the change are that when you tick off an option, it can't be reused (by anyone) until you refresh the list in some way. Or if you're an Orc :D

The NSR is defined by assumptions. When they remove rules, the "rulings" that fill the space are (more often than not) built on assumptive practices. I always go back to this (OSR, not NSR, I think) game of Stay Frosty (Garske, 2017). "Rulings, not rules" means "manifest assumptions".

The first sees it as analogous to the aesthetic experience of play being understood experientially.

The second kind:

Usually we just tape a bunch of cats together."

I've been wrapped up for a while in my rejection of "The Rule of Cool", which is so vague as to lead itself to be so often misunderstood and misapplied.
