Yes, hotspot is indeed reliable-- in India's tour of Eng in 2011 there were some truly horrible decisions that it produced.
However in conjunction with snicko it does a good job (it would have shown what happened here).
I guess the cost might be a factor too.

Yes, hotspot is indeed reliable-- in India's tour of Eng in 2011 there were some truly horrible decisions that it produced.
