This looks like it's from the Inquirer. On a device with more pixels to spare, that column gets labeled "% of expected turnout". For mobile, they drop the word expected. I don't think it's wrong either way, exactly -- their footnote gives you enough to go on -- but the wordier version is clearer.

The stress mark goes before the start of the stressed syllable, not at the end, right? So in /væˈniːvɑːr/, it's saying to stress the second one.

Is this maybe fake? A gmail email address looks suspicious here and guitarcenterfoundation.org/fires/ (assuming that's the real thing) doesn't say anything about sending an email to that address.

Well, that's how they say it works, and I find it pretty believable. Even the "success" message itself says you have to wait for manual verification. It just doesn't look like this can get anyone removed from the rolls.

The quote from Blake Evans indicates that incomplete applications will be rejected. I assume that's true. In that case is this really a terrible vulnerability? Sure, you can submit the form without the required information -- and then nothing happens. So what's the harm?
