If they individually ban cheaters the cheaters are able to troubleshoot why they are getting banned and fix it. and if they disclose how they are fighting cheaters they can easily react.
Thats why sudden banwaves are the best move.

But people also hated the fact that you only had the choice to leave the loop and get hit or take the exposed and stay. It wasnt that interactive of a power. and required no real input from the killer apart from putting a drone down every loop.
