If Labour wanted to change any of it they could easily have done so in the committee stage: it’s literally what that stage is for - discussion and amendment. Instead they as good as killed it.

This is an important point isn’t it? The CAN Bill tries to address by requiring the same targeted reduction in the UK’s imported emissions as that agreed for emissions produced directly. This needs to be adopted by the Government.
