In the PAL release of Crash Team Racing you can press triangle at the language select screen, cancelling it. Which does this!

I seem to remember they called Chamonix something like "nursnow" in the game files, and whilst I'd prefer not to imagine a snowy Nürburgring, they aren't far off 🥶

Success! Thanks to this comment I was able to recreate the sound in Audacity, seems they just slowed it by 50%! I don't know what I'll use it for, but I have it now.
(HEADPHONE WARNING this thing hurts your ears, I've halved the volume, be careful!)

the only evidence I can find of the game is above from "browserbasedgames.com" (which is a relic itself), no screenshot of the actual website which sadly wont load. Here's the description from the frontpage before you login. 1579 cars! But I remember they were just pulled from Google images 😸2/2

Anyone remember Ash Racing? It was a browser game which simulated 1v1 races online, but you had no idea how tuned opponents car were. I had this classic Mini which smoked everything. But I lost it because accounts deactivated if you didnt play for a week, so you go on holiday and, poof! whoops 😸1/2
