We checked it but could change Overlay UI... There are "Single line" and "Multiple lines" settings. It can set the size individually. I assume, like, you want to set "Single line" but acturally set is "Multiple lines".

VRChat's Chatbox? VRCT's message logs? or VRCT's Overlay(VR) UI?
In your screen shot, It's Overlay(VR) settings and not VRChat's chatbox though.
