Sweatshirt fabric (fleece knit) doesn't fray when you cut it. Cut the sleeves off and boom, muscle-tee sleeveless hoodie. If the neck is too tight, snip into the front center neck to allow it to separate and make a V neck. Do not mess with the hood attachment or the shoulder seams. No sewing needed!

I vote for tuck first, then cut fabric. Sounds a lot more relaxing to me. LOL@ how much more it will cost, but don't forget the quality and fit will be 1000% better too! It's a lovely design concept.

I have two beginner tips: 1) Learn your machine well - play with it, test things and experiment on different scrap fabrics to get a feel for the settings - study the manual! 2) Keep your seam ripper handy and don't be embarrassed to use it. Mistakes are part of the process.

Mid-calf-length bloomers might be due for a comeback tbh. Drapey fabric and those would be like barrel leg joggers. Could be v practical too! Ideas ideas....
