I looked up the DOE report on the INL nuclear reactor design incident that resulted in South Korea getting placed on the sensitive list. Based on the description here, makes sense that this would be the result:

Lots of speculation on the designation, but this incident at INL seems key. And frankly, that seems sufficient to warrant upgraded concern. Public discussion in ROK aside, unless other allies are walking out of labs with legally restricted reactor design info, that one data point sets Korea apart.
