Had to go back and check, he definitely shouts tackle and flings out his arms for a tackle release before they get back up, without ball release. Henderson bound to the ball carrier with two supporting ABs engaged which to me is Maul.
Ref was not the difference but I'm puzzled by both calls.

As far as I can tell from the IRB app, Offside law only applies in open play. Set pieces have their Offside laws within that section of law, but KO and Restart don't. Seems like a loophole.
I think 12.5 needs to be tightened like 12.2 and 12.4.

That was for the 2023 season for the first year Cost cap violation. Finishing third in the constructors last year gives them more development time than McLaren or Ferrari
