Schumer says he's gotten "panic calls from childcare providers in Rochester, Buffalo, the Hudson Valley" locked out of federal Head Start funding. But Rochester's Action for a Better Community says it can access its federal funding portal, "and Head Start operations in Monroe County are as usual."
