This seems to be USDA howling into the void after its terrible communications led many states to think that they were free to do what USDA should have told them to do all along. I sometimes feel like howling into the void myself, but I cannot imagine doing so in the cause of keeping millions of people hungry. My guess is that the main point of this memo is to intimidate states that are considering issuing full November benefits. It also may think that some states have performed some of the steps needed to issue November benefits but not completed those tasks. But for states that have already issued benefits, USDA's regulations only allow pulling them back in the case of erroneous issuance or systems error, none of which this is. This is not like the situation where a flawed automated system adds an extra "0" to everyone's benefits. I do not see how USDA can do anything to the states. It was its own memo that said it was working toward full November issuance; its memo did not tell states not to do the same or say it would change its position if it got a stay. And it left that guidance in place for a full day after it received the stay. USDA has nobody to blame but itself.

Chicken & white bean chili. Add any extra toppings, or adjust seasonings to taste. This is what has worked for us combining many recipes. Excellent for leftover chicken.
White Chicken Chili 2 teaspoons ground cumin 1 teaspoon dried oregano Fresh cilantro - to taste (I used about 1/4 cup chopped) 2 cups diced chicken 1 Tbls. olive oil 1 cup chopped onion (or about one medium onion, chopped) 3 cloves garlic - minced 1 - 14.5 oz. can chicken broth, or about 2 cups home made 1 - 4 oz can diced green chilis 2 - 15 oz. can white beans (do not drain) For topping: shredded monterey jack or pepper jack cheese, sour cream, chunky salsa, fresh cilantro, diced green onion, or whatever you would like - Mix cumin and oregano together in a small dish and set aside. Chop cilantro and set aside as well. - Heat the oil in a Dutch over or large pot. Cook diced chicken until golden, about 5 minutes. I seasoned the chicken with salt, pepper and additional oregano and cumin (not the measurements above) for extra flavor. - Add the onion and garlic to chicken. Saute until the onions are softened, being careful not to burn the garlic (about 3 minutes). - Add the cumin and oregano spice mixture and cook for about 30 seconds, stirring constantly. - Stir in cilantro, chicken broth and green chilis - Simmer for about 20 minutes. - Add the beans and simmer for another 5 minutes, until heated through. Ladle into bowls, top as desired; serve with tortillas, cornbread, tortilla chips, or whatever else sounds good. The proportions above make a soupier chili. If you want it thicker, then drain the beans before adding. It is also a flavorful, but not too spicy version. For extra spice, you can add another can of chilis, a larger can of chilis, a can of diced jalapenos, 1/8 teaspoon of cayenne pepper (or more if you really like hot!), or red pepper flakes. You can also used cooked chicken. Serves 4.

Spark The world feels like a pretty crazy place right now. It breaks our hearts to see so many people struggling to just put food on their plates in order to feed themselves and their families. A fan took this photo of Greta Niehaus, a woman in a blue Mariners jacket, facing a baseball field, sitting next to a bronze statue of her dad, Dave Niehaus. The statue is a man sitting at a desk broadcasting a baseball game. Dave was the Mariners broadcaster from 1977 until his death in 2010. He is enshrined in the Baseball Hall of Fame and the Mariners Hall of Fame. The broadcast center at TMobile park is named in his honor. Dave would have loved this team.
